matrix, in row-major packing [L00, L10, L11, L20, L21, L22, …].
The diagonal element (i, i) lives at packed position (i+1)*(i+2)/2 - 1.
Mirrors luxar.gsplats.utils.trils.diag_indices (Python). Used to recombine
the v3.1 split Cholesky arrays (cholesky_factors_diag +
cholesky_factors_offdiag) into the packed form the GPU geometry expects.
