A CustomEvent rather than a threaded command because the keybinding is
registered once for the app's lifetime while these listeners are rebuilt on
every dataset load — the same decoupling OPEN_DATASET_BROWSER_EVENT
already uses (input/input-handler/key-bindings/navigation-bindings.ts).
