Why a tick's FPS window is unrepresentative of steady-state render
cost, or null when it is trustworthy. Both causes suppress LEARNING
identically (see evaluateAndAdjust); the distinction is carried only
so the scale-down log can name the real one.
Exported deliberately, despite having no caller outside this file:
scaleDown is private but still documented (excludePrivate: false) and
names this type in its signature, and a documented member referencing a
non-exported symbol trips the TypeDoc warning ratchet (86/86 with the
export). Do not un-export it as cleanup.
