Panel-coordination concern extracted from input/input-handler.ts.
Owns the priority-ordered "close everything" flow used by the
Escape key. The InputHandler holds a single PanelCoordinator
instance configured with the optional UI components (rendering
controls, dimension sliders, recording/layers panels, dataset browser,
control rail) plus the always-present debug/performance handles and hide helpers
(help overlay, error toast, data-monitor).
Preserves the inline closeAllPanels() / handleEscapeKey() behavior:
existing panels keep their relative close order, recording still wins,
and fullscreen still defers to the browser.
