switch on for post-eviction state mutation (e.g. clearing the cached
init promise when the pool drops to zero).
Idempotent on repeated calls with the same worker: a worker that is
no longer in the list returns 'idempotent' without further side
effects. Termination is guarded so a double-terminate on browsers
that throw is swallowed.
