Whether a kind=partition part object was frustum-culled at the LOD
registry's last evaluation — the FRUSTUM half only (B4). The registry stamps
partitionInFrustum (frustum alone) next to partitionFrustumVisible
(frustum AND the committed hidden-dim slice, i.e. what draws). An object
stamped only with the combined flag (before its first evaluation, or by an
older caller) counts as culled when that flag is false.
