Dispatches on the material backend rather than on the renderer class: the WebGPU
renderer's PMREM generator and cube render target are different classes from
three's and live in the lazy chunk, so they are fetched through the TSL registry —
which is loaded before any WebGPU material can exist, hence before any of this can
ever run on that backend.
