Create a session gate that snapshots its resolved budget when constructed.
Parameters
- poolOverrideBytes: number | undefined
  Explicit total cache pool in bytes (?cacheBudgetMB= / the native launcher). Takes precedence over the measured heap, so a WebKit session with an override is not pinned to the fixed fallback.
- fallbackPoolBytes: number | undefined
  Device-class total cache pool in bytes, used only when there is neither an explicit pool nor a measurable heap.
