Build the RootListing for a just-opened store.
Parameters
- store: unknown
  The store openStore returned (its index and format).
- indexFresh: boolean
  Whether that index came from the network this load.
- rootDocument: Promise<RootDocumentFetch> | null
  The load-time root-document fetch, or null when the URL does not use one.
