The scene environment's "settled" predicate: no load activity AND no LOD
level dissolve in flight. A capture is a frozen frame (it becomes every
reflection until the next commit re-marks the environment stale), and
nothing re-marks it when a dissolve lands, so a capture taken mid-dissolve
would keep both levels, half-faded, in the reflections. The environment's
tick retries each frame while this is false, so the capture simply lands
on the first frame drawing one level. Kept out of isLoadActivity: a
dissolve is not a load, and the adaptive-DPR controller's sense is unchanged.
