Resolve ?panel=<url> — an alternative control-panel module.
The documented escape hatch, so the first exhibit that outgrows CSS has a
supported path instead of forking control.html out of the viewer package.
The module is import()ed and handed the already-connected socket, so it is
executable code: hence same-origin only, with no opt-out. A cross-origin
module would be arbitrary remote code running on a kiosk, which is a
different feature and not one anybody asked for. Within our own origin it is
no more trusted than the page that loads it.
