Thrown when the pool has no usable worker for a call: initialization produced
none, the pool was disposed, or the call's worker was evicted (a crash, or
another call's timeout) before replying and the call could not be
re-dispatched — no worker was left, or it had already been moved once.
Unlike WorkerTimeoutError this says nothing about the task: no
kernel ever answered it.
